Restore the Senate to it's original purpose ... the provinces are equal! This is a lot like the U.S. Senate. Each province gets 11 Senators. But maybe tiny PEI should be considered a half province with 5. The 3 Territories get 3 each (9 x 11 + 5 + 3 x 3 = 113 total)

Maybe you could use the first preferences in the vote on party agenda for proportional representation by party in the Senate. Apply PR within each province or territory to fill vacant seats. Apply a double majority condition to passing legislation (a majority of votes overall combined with majorities in 7 of the 13 provinces and territories).
